Le Conseil des ministres en sa séance du mercredi 23 octobre 2024 a approuvé le démarrage de la phase pilote d’intégration de l’assurance agricole pour l’accroissement de la résilience des petits exploitants agricoles face au changement climatique. Prévue pour se dérouler dans les douze départements de 2025 à 2026, cette phase vise à impacter 100.000 petits producteurs et éleveurs de bétail.

Face aux nombreux défis auxquels se trouve confronté le secteur agricole, l’assurance mutuelle agricole n’a pu être la solution souhaitée. Elle a prouvé ses limites. Désormais, le gouvernement a décidé de prendre ses responsabilités d’autant plus que, avec les effets du dérèglement climatique, le besoin d’une assurance spécifique au secteur s’impose. Démarré en 2022 avec des études, ce projet de mise en place d’assurance indicielle pour le secteur agricole tend à se concrétiser.
Il s’appuie sur les expériences et acquis de l’Assurance mutuelle agricole du Bénin pour mettre en place de nouveaux mécanismes susceptibles de stimuler le financement du secteur agricole. En détaillant la spécificité du programme, « il est envisagé une phase pilote au cours de la période 2024-2024. Celle-ci va s’appuyer sur un modèle innovant et inclusif (…) Cette option promeut une approche multirisques et indicielle basée sur le rendement et non sur la pluviométrie permettant donc un remboursement automatique de tous les bénéficiaires impactés, en cas de sinistre ».
Pour la première année, la subvention sera accordée aux petits producteurs cibles, de sorte à leur permettre de se familiariser avec le produit et d’en apprécier les avantages. Ainsi, ils pourront aisément bénéficier de cette assurance agricole via leurs faitières respectives et les SFD à travers le crédit agricole. Il s’agit notamment du bétail, du riz et du coton comme filières animale, vivrière et insutrielle. Pour cette phase pilote, 100.000 producteurs sont visés dans les douze départaments du Bénin.
