(Un atelier textile pour booster la dynamique au Bénin)
Le Bureau pays de la Banque Africaine de Développement a animé, mercredi 31 juillet 2024 à Cotonou, un atelier textile suivi de la présentation du «Rapport Pays 2024 – Bénin – Impulser la transformation du Bénin par la réforme de l’architecture financière mondiale ». C’était en présence du Représentant pays de la Banque africaine de développement (BAD), Robert Masumbuko et de la Vice-présidente de la République, Mariam Chabi Talata Zime Yérima.

Le Bénin dispose d’un cadre macroéconomique solide pour lui permettre de continuer son développement, des perspectives économiques favorables à une croissance forte ; le pays s’est également transformé au cours de ces quatre dernières décennies grâce à des services à forte valeur ajoutée. Cependant, la réforme de l’architecture financière internationale est importante pour faciliter l’accès aux capitaux internationaux dont le Bénin a besoin pour accélérer sa transformation structurelle. Sur une échelle de développement à trois paliers, le pays a franchi une première étape (pays sous développé) et se situe au second palier (pays en développement) avec une transformation structurelle en cours. Au surplus, Tankin Dayo, économiste en chef de la BAD au Bénin a souligné la croissance rapide du taux de démographie, la taille trop importante du secteur informel et les effets négatifs du changement climatique susceptibles d’entraver l’élan. Ce sont, entre autres, les points clés du « Rapport Pays 2024 – Bénin– Impulser la transformation du Bénin par la réforme de l’architecture financière mondiale ». A en croire la BAD, la transformation structurelle de l’économie reste une solution majeure, d’où le rapport a mis l’accent sur les Objectifs de développement durable (ODD) y afférents. Il a noté quelques obstacles à savoir le ralentissement des échanges avec le Nigeria, les effets néfastes du changement climatique, la détérioration de la situation sécuritaire au Nord, et l’incertitude liée à la sortie de la CEDEAO du Burkina Faso, du Niger et du Mali qui pourrait affecter les projections.
Subdivisé en trois chapitres « Le rapport vise à reproduire une analyse détaillée, à l’échelle du pays, des résultats et recommandations du rapport principal des Perspectives économiques en Afrique (PEA) en 2024 du Groupe de la Banque africaine de développement (BAD) », souligne la BAD. Suite à ces diagnostics sur le Bénin, la BAD fait dix propositions dont, entre autres, la mise en place de zones de transformation agricole qui rapprochent les services des producteurs ; l’amélioration des méthodes d’évaluation de risque-pays avec une prise en compte des chocs dans l’analyse de la viabilité de la dette ; le renforcement de la mobilisation de ressources intérieures avec la formation des entreprises informelles ; le développement du capital humain ; renforcer les facilités du cadre des affaires pour inciter et réduire la taille du secteur informel ; poursuivre l’assainissement budgétaire… Selon Robert Masumbuko, représentant pays de la Banque africaine de développement (BAD), cette étude ne marque pas la fin d’un processus mais constitue plutôt le soubassement. « A la BAD, les études, c’est le début d’une conversation. Ce rapport est le début d’une conversation, comme de coutume à la Banque, avec les principaux acteurs de la filière et les membres du gouvernement béninois pour dynamiser l’industrie textile au Bénin », a-t-il affirmé. Présenté par Tankin Dayo, économiste en chef de la BAD au Bénin, le travail dans sa globalité a été salué par Serge Dossou-Yovo, Directeur général du financement du développement, représentant le ministre d’Etat, Ministre de l’économie et des finances qui a reconnu la pertinence du thème choisi à dessein.
«…Ces rapports révèlent parfois des choses qu’il est important de garder à l’esprit et de mettre en commun avec toutes les réflexions stratégiques qui se font à divers niveaux et avec différents partenaires. Ça va être pour nous, l’occasion de voir la lecture que fait la BAD sur les avancées du Bénin…». D’ailleurs, le rapport a fait quelques recommandations stratégiques pour relever les défis macroéconomiques. La BAD propose d’accélérer les efforts de transformation structurelle initiée à travers la Zone industrielle de Glo-Djigbé (GDIZ) avec pour objectif de remonter la chaîne de valeurs ajoutées des produits agricoles ; redoubler d’efforts pour une mobilisation accrue des recettes fiscales pour financer la transformation structurelle ; et poursuivre les efforts d’assainissement budgétaire pour tendre vers l’équilibre budgétaire à l’horizon 2025, afin de réduire le fardeau de la dette publique. Dans le volet transformation, le secteur textile a particulièrement préoccupé la BAD qui y a consacré un rapport d’étude sectorielle.
Focus sur la dynamisation du textile
Face aux acteurs mobilisés nombreux, la BAD a également présenté à la faveur d’un atelier textile, le Rapport provisoire d’étude sectorielle sur le textile au Bénin. Réalisé par Nathalie Adikpéto Daouda, Consultante experte pour le secteur privé béninois, ledit rapport intitulé « Dynamiser la filière textile au Bénin », a exploré et présenté les nombreux atouts du Bénin dans le textile. En plus d’être l’un des meilleurs pays producteurs du coton, le Bénin produit plusieurs autres cultures telles l’ananas dont la fibre est également utilisée dans le textile, ce qui accroit ses potentialités et mérite qu’on s’y intéresse de près. Cette étude réalisée sur le sous-secteur s’inscrit dans le cadre de la mise en œuvre de la stratégie pays 2022-2026 de la Banque Africaine de Développement auprès du Bénin qui entend accompagner le Bénin à transformer son économie pour stimuler une croissance inclusive, créatrice d’emplois décents pour les jeunes et les femmes. Durant sa présentation, Nathalie Adikpéto Daouda a mis l’accent sur les nombreux atouts du Bénin en l’occurrence, des fibres naturelles en grande quantité, la production abondante de coton de qualité supérieure à l’échelle mondiale. Mais cela ne suffit pas. Le pays gagnerait à investir dans le capital humain à travers des formations de qualité pour une main-d’œuvre outillée et aguerrie. Car, cela s’avère l’un des défis qui se posent à l’éclosion de la filière textile au Bénin. En plus de l’éducation et la formation ; la présentatrice a indexé l’insuffisance voire l’inexistence de solutions innovantes pour le financement et le défaut d’une gouvernance sectorielle spécifique.
Selon la Consultante experte pour le secteur privé béninois, en dépit des nombreuses opportunités dans le textile, il n’y a que la fabrication de vêtement qui soit développé. Pire, la matière première de base est restée le coton alors que le pays dispose de potentiel de production de l’ananas dont la fibre naturelle obtenue à partir des feuilles sert également dans le textile notamment en Philippine. Présente à la présentation, la Vice-Présidente du Bénin, Mariam Chabi Talata Zimé Yérima a apprécié le travail réalisé et les résultats présentés par l’équipe technique de la BAD. « Le renforcement de notre économie à travers le textile est pour nous très pertinent. Nos remerciements vont donc à la BAD qui initié et commandé l’élaboration de ce plan stratégique en vue du renforcement de notre économie à travers la filière textile…Nos félicitations à l’équipe technique qui a élaboré le document pour la qualité, l’idéalisme, la complétude, la faisabilité et l’applicabilité…». En poursuivant, la Vice-présidente a exprimé sa satisfaction quant à la sensibilité au genre car, « qu’on le veuille ou non, ce projet a dans une certaine mesure, la possibilité de permettre à un grand nombre de femmes de trouver leurs voies (…) Aujourd’hui, de plus en plus, ce sont les femmes qui se retrouvent dans la transformation. Il y a plus de tisserandes que de tisserands dans notre pays…Je trouve que ce projet va sérieusement impacter la vie des femmes ». Sachant que l’ananas aussi sert dans le textile, en plus du coton, la VPR a noté que le Bénin dispose du potentiel et si « nous nous prenons au sérieux et nous faisons dans les normes, cela nous permettra de fournir et de résoudre le problème du chômage des jeunes ». « Les dirigeants de tous les pays savent que quand on ne résout pas le problème du chômage des jeunes, on s’expose à des devenus », a ajouté la VPR, pleine de reconnaissance.
